(rungs+resolve), emit routing + secrecy lint, CLI --check, Duncarrow
promotion (acceptance test), client ContentDB canon/topics dirs, CI gate.
Branches off dev per s18; runtime consumption + Fenn migration + export
packaging explicitly deferred.
